Elffuss T2T: TREASURY policy for the Base Sepolia test network (chainId 84532), version of 2026-10-19
This policy replaces the one recorded at genesis, whose text was never published. It applies only to this test network. tELF has no value, cannot be exchanged for anything, and nothing on this network carries over to any other network. Its ledgers may be reset.
1. Purpose. The fees that Pledges sends to the TREASURY fund the development of the protocol and of its projects: audits, infrastructure, the relayer, and work paid through pledges and jobs.
2. No sales. The TREASURY sells no tELF: the sale schedule of this policy is zero for every period. It never buys back, burns, lends, stakes, makes markets, or trades on knowledge of due settlements.
3. Transparency. Every outflow of the TREASURY is published with its purpose within 30 days, and a balance report is published at least every quarter.
4. Conflicts of interest. The platform is at once tELF's issuer (the RESPONSIBLE of project 0), the operator of the gateway and the coordinator, the allowlist gatekeeper and the holder of the TREASURY. The fee is a preference for the platform's own token. The founder can claim tELF from the founder allocation (on this network the retroactive pool of project 0 was forfeited). Staff, founders and contractors who know of due settlements never trade tELF, and never time a pledge or a withdrawal, on that knowledge.
5. Deviation on this test network. The TREASURY should receive tELF only as the fee. Here the TREASURY address is also the founder's address, so it also receives the founder allocation. Test tELF given to clients so they can try jobs comes from that allocation, and each transfer is published under point 3. The deviation ends when the TREASURY is rotated to an address of its own.
6. Insiders. The insiders, which the treasury_policy event lists, are the founder's address (which is also the TREASURY on this network) and the operator identities the platform has declared on the index ledger. Pledges funded by the TREASURY never pay them.
Changes take effect at least 14 days after they are recorded. A fuller policy will replace this one.
